Deputy Speaker of the House of Peoples' Representatives said "Both the federal and state legislatures need to be supported by information and evidence".

She was speaking at the conclusion of a two-day workshop in Bishoftu Town, which concluded today with a summary of training provided to regional council standing committee leaders, office heads, and law department directors on House functions and responsibilities.

She said councils at all levels should be fully supported by information and evidence to ensure accountability. She noted that the legislature could fulfill its constitutional responsibilities and ensure the public interest only when it had sufficient evidence.

"After monitoring and oversight, it is important to ensure that what is happening to the institution as well as to the community? What action is taken? Even if the councils themselves do not act, they will provide accurate information and evidence to ensure legal accountability."

" We don’t always need laws, rules, and regulations about everything" she said. Laws takes in to account the future,circumstances, it take into account a countries overall economic, political, social, cultural and other factors.

She also said that similar interactions with regional councils will be strengthened. The House of Peoples' Representatives of the Federal Democratic Republic of Ethiopia (FDRE) on its part said it is ready to work with regional councils as much as possible.

A training manual entitled "Legislative Procedure" also presented by Ephrem Wubet who is the Director of Legislative Affairs at the secretariat of the FDRE House of Peoples' Representatives. With the training provided by the Director: He pointed out the major issues that the legislature should consider and investigate in the legislative process.

"First of all, the laws should not be inconsistent with the constitution. They should be in line with the international laws and regulations that Ethiopia has signed. The Constitution is the ultimate source of the law. Within the boundaries of the Constitution it must be consistent with other laws. They should include people with disabilities, children and the elderly." He said.

He also said that it is important to ensure that the legislature has the power to legislate. Next: It should also be ensured that there is no alternative but to legislate. After all this process, it is necessary to ensure the implementation of the law.

According to the director, the laws that are enacted protect the public interest and are rules that bind all people living in a community. It protect our general safety, and ensure our rights as citizens against abuses by other people, by organizations, and by the government itself. He also said that the House of Representatives of the Federal Democratic Republic of Ethiopia has prepared a manual to assist in legal auditing.
