House believes proclamation bears transparency, equity of budget

(Parliament news): June 11, 2021; Addis Ababa: The 14th regular session of the House of Peoples’ Representatives believed, the draft proclamation to determine the federal subsidy budget and common revenue distribution system and institutional organization is transparent and ascertains equity among all the eligible.

The House’s belief came to an open after the presentation of the report and resolution of the Committee by Honourable Abu Birky, Chairperson of the Legal, Justice and Democracy Affairs Standing Committee and the subsequent discussion by the rest of the MPs.

MPs forwarded questions such as: While the draft proclamation was referred mainly to the Legal, justice and Democracy Affairs Standing Committee and as supportive body to the Revenue, Budget and Finance Affairs Standing Committee on 13th of November 2019 by the General Assembly, why was the delay for action? What were the various schools of perception among members of the Standing Committees to accept the updated version of the proclamation as to the leaked info?

Honourable Abu responded, the Novel Corona virus and its threats hindered the two committees from functioning as per the scheduled time. The variations among the MPs of the Standing Committees were not significant, only about the replacement of the word commission case, he added.

The Chairperson explained; the proclamation has been deemed important to narrow the unjust gaps while distributing the common revenue and to enhance the effectiveness of the revenue generated activities. He recalled, the hitherto federal subsidies and common revenue distribution weren’t consistent and integrated.

“The phrase organizational structure is omitted from the draft proclamation because the mandate belongs to the Secretariat of the House of Federation. As well, through-out the proclamation’s text, the word commission is replaced by the Secretariat of the House of Federation” he reminded.

Hence, the Chairperson requested the House to pass the improved version of the proclamation, which, as to him; realizes transparency, justice and overt functionality when utilizing the common resources across the nation.

The House, after conducting discussions on the draft proclamation to determine the federal subsidy budget and common revenue distribution system and institutional organization, promulgated the updated version with majority vote of two nays and one abstain as no. 1250/2013.
