Our technology level allows electronic transaction: Ministry

May 06, 2020; Addis Ababa:  “The contemporary achievements and level of the nation allows the country and its institutions to engage electronic transaction”, the Ministry of Innovation and Technology pointed.

Dr. Abraham Belay, Minister of Innovation and Technology along with his co-workers pointed this to the Human Resources and Technology Affairs Standing Committee of the HoPRs in a discussion they conducted recently on the bill of proclamation about electronic transaction.

Contents of the bill have been thoroughly dealt with the concerned bodies and developed also with the involvement of legal professionals, the Minister elaborated.

According to Dr. Abraham, electronic transaction is a trend that makes use of cell phones, computers and other electronic gadgets for information networks as well as government services. Though Ethiopia is not at apex of technology, the current status lights green and we should move on it, maintain it and improve it; he added.

The proclamation is intended to serve both computer literates and paper-based users equally as to the Minister. It also aims to incorporate citizens into the new trend of cyber-based economy and to drag government structures into versatility so that good governance will be ensured, he explained.

The Minister elucidated, the proclamation contains not new ideas that contradict the existing commercial or any service related laws. It shall be turned pragmatic as soon as possible due to its pervasive nature which will enable citizens be part and parcel of the digital economy and is hoped to enhance the economy, the Dr. indicated.

The Standing Committee, being satisfied with all the clarifications made regarding the bill reacted; the pervasiveness and language usage aspects shall be seen cautiously in order to include all citizens. The Ministry shall submit the final document to the Standing Committee so that the House will consider the promulgation aspect, the Committee ordered.

It can be recalled that the HoPRs referred the bill to the Standing Committee last week, during its 15th session.
